Speech uses the Macintosh Speech Manager to let your computer talk. Check it out: http://www.albany.net/~wtudor.
The Talker plug-in allows you to use your Macintosh Speech Manager and Text-to-English extensions in order to make you Mac talk or even sing. Apparently there is a look-alike program for the PC. The site has a ton of links to people currently making use of the plug-in. http://www.mvpsolutions.com/PlugInSite/Talker.html
